Hormonal growth promotants (HGPs) are a group of veterinary medicines that pose
unique risks to New Zealand’s trade in primary produce. While it is legal to administer
HGPs to beef cattle in New Zealand, certain overseas countries have banned their use.
As New Zealand exports 80% of its beef produce, it became necessary to develop
regulatory controls to ensure HGP-treated beef is not sent to markets that only accept
non-HGP animal products.

ACVM Registration Information Requirements (available on our website) specify the information that must be in an application to register a trade name product under the Agricultural Compounds and Veterinary Medicines (ACVM) Act 1997. However, the requirements allow applicants to explain why, in particular cases, certain information should not be necessary or why some alternative information should allow the potential risks to be assessed.

For certain new products, a comparable registered product exists. An applicant may
wish to apply for registration of a new product based on data already held by the ACVM
Group in support of a currently or previously registered product.

The processing of dairy material, including the harvesting milk from milking animals, must comply with the requirements of the Animal Products Act 1999. This Act requires that the processing activities at the farm dairy are covered by a RMP registered by MPI. Section 17A of the Act allows for multiple farm dairy operators to come under the same RMP provided certain criteria are met.

EU: From 19 October 2017, each consignment of organic products exported from New Zealand to Europe must have a certificate of inspection (COI) issued by MPI using TRACES. Switzerland: From 1 January 2019, each consignment of organic products exported from New Zealand to Switzerland must also have a certificate of inspection (COI) issued by MPI using TRACES. From 1 January until 31 December 2018, consignments exported to Switzerland may have a certificate issued either using TRACES or the MPI manual certificate system.
